Six bells are rung throughout Memorial Reach. They mark work periods, ferries, memorial observances, and changes in access. The seventh bell is not rung. Nobody living remembers hearing it, and no surviving order explains what its sound was meant to announce.

The Seventh Bell Warden occupies the final sealed district beneath the Reach. It holds authority over the bell chamber and nothing else. It does not collect ordinary debts, maintain the other bells, or patrol the open memorial avenues. Its entire duty is to prevent anyone from reaching the seventh bell's rope.

The prohibition appears in several old records, but each record refers to an earlier order that has not been found. Later copies repeat the instruction without adding a reason: the seventh bell must not sound. No document names a date when the order expires, and no living court has established the authority to cancel it.

Theories about the bell are common. Some wardens believe its frequency could damage old pressure seals. Some record clerks argue that it completed a form of memorial closure no longer used. Others believe the bell was reserved for a disaster that never occurred. None of these explanations is supported by a complete record. They should not be presented as facts.

Attempts to inspect the chamber follow the same pattern. The Warden issues a measured pressure warning. If the approach continues, record-court defenders arrive to enforce the closure. The Warden then treats the trespass as a final adjudication and uses lethal force.

The Warden's violence does not prove that the prohibition is justified. It proves that the guardian still follows it. Ringing the bell to test the order would create an effect that could not be taken back. Breaking the Warden first would remove the only protection before anyone knew whether protection was still needed.

Current wardens therefore maintain two rules. Do not ring the seventh bell. Continue searching for the missing order that explains why. Obeying the first rule keeps the Reach safe from an unknown risk. Following the second prevents an unexplained order from becoming permanent simply because it is old.
