A good workshop is not arranged from oldest tool to newest. It is arranged by the work that needs to be done.

A wall scanner can locate a hot cable behind stone. It cannot remove the stone, hold the replacement cable, or clean the dust from its own intake. Those jobs may require a hammer, clamp, brush, chisel, and another person holding a lamp.

Technology is uneven across the Choir. A port may have cargo drones at one berth and hand-pushed carts at the next. A Deepforge shop may use an ancient pressure engine beside gauges made last month. A Greenveil survey crew may carry harmonic instruments into a forest and still rely on rope, chalk, waxed canvas, and a sharp hand saw.

This is not always poverty or ignorance. Different tools survive because they solve different problems.

Before choosing a tool, answer five questions.

What work must it perform?

Choose for the actual task. A fine measuring instrument is wasted if the job needs only a straight edge. A general tool becomes dangerous when used where precise pressure, temperature, or distance matters.

Where will it be used?

Rain enters housings. Dust blocks vents. Salt attacks metal. Heavy gravity changes what one worker can lift safely. Vacuum, heat, living roots, unstable ground, and strong harmonic fields each make some reliable tools useless.

A tool designed for a clean station workshop may fail during its first hour on an expedition.

What keeps it working?

Power cells need charging. Fuel must be stored. Measuring instruments need known standards. Cutting edges need sharpening. Hinges need cleaning. Wood swells, leather dries, seals harden, and lenses collect scratches.

The purchase price is only the first cost. Count the oil, parts, ammunition, calibration, protective cases, and travel needed during the tool's working life.

Who can repair it?

A complicated device is useful when trained people and replacement parts are nearby. Far from them, a simpler tool may return to work sooner. Local makers often adapt imported designs with materials they can replace themselves. The altered tool may look crude to its original manufacturer and perform better in its new home.

Ask what usually breaks and whether the workshop can fix it.

Who knows how to use it?

A tool does not become safe because its controls are easy to touch. Powered lifts, medical instruments, cutting machinery, route equipment, and relic systems can all injure people when operated without training.

The experienced worker may also notice information the instrument cannot measure: a familiar vibration, a new smell, a handle pulling differently, or an animal going quiet near a buried line. When the tool and the worker disagree, inspect both.

Many workshops build matched groups rather than choosing one perfect device. A Vaelari clinic may keep a modern sterilizing field, boiled instruments, clean cloth, hand pumps, and a mechanical monitor that works during a power loss. An automaton repair bench may use precision readers beside brushes, solder, thread, wedges, and parts shaped by hand for one particular body.

Tools also carry local history. A handle may have been replaced by three owners. A Korr hammer may be balanced for gravity that makes it awkward elsewhere. An Ashari courier's folding repair kit may sacrifice leverage for weight. A family may keep a plain cooking knife because everyone knows its balance and the local sharpener knows its metal.

Ancient machinery deserves the same practical questions as anything else. Age does not make a relic wise, safe, or useful. Identify its purpose, power source, controls, maintenance needs, and last confirmed test. If nobody can answer, the first task is study, not activation.

Do not choose the most advanced tool merely because it is advanced. Choose the tool that performs the work, survives the place, can be maintained, and can be used safely by the people who have it.

If that places a hand chisel beside a harmonic scanner, both tools are probably where they belong.
